Overview: Industri Jepang tidak dimulai dengan mantap. Sesungguhnya, industri Jepang tidak banyak memiliki keunggulan komparatif seperti yang diartikan secara tradisional dengan istilah itu. Di perusahaan yang lebih baik, gugus mutu ini tersebar di seluruh perusahaan, dari atas ke bawah, dalam program pengendalian mutu terpadu (PMT).Selain itu, juga ada kaizen, proses pabrikan tepat-waktu (just-in-time) dan sejumlah besar teknik lain untuk melibatkan setiap orang dalam menghasilkan produk yang lebih baik. Walaupun demikian gugus kendali mutu (GKM) yang nampak-nya merupakan dasar, bukan merupakan langkah pertama.Langkah pertamanya adalah gerakan 5S yang memberi tekanan kepada tempat kerja yang ter organisir dengan baik. Tanpa penekanan ini, tidak mungkin mengatakan di mana masalahnya. Tanpa prosedur operasi yang ditaati dengan konsisten dan ditetapkan dengan benar, tidak mungkin mengatakan apa yang Anda kerjakan benar atau salah. Tanpa gerakan 5S, tidak satu pun kampanye dan inovasi lain yang telah ditemukan untuk memperoleh kondisi kerja yang lebih baik dan produk unggulan akan berhasil.Apakah gerakan 5S itu? Karena istilah ini mungkin sukar diingat oleh orang non-Jepang, maka diterjemahkan menjadi pemilahan, penataan, pembersihan, pemantapan dan pembiasaan. Sebagaimana akan dijelaskan dalam sepuluh bab nanti, 5S tidak begitu sulit untuk dipahami.
