Overview: "UnpackED - The black box of Indian school education reform" is a one stop source to get a comprehensive perspective of issues in school education. The pursuing discourse identified several reasons for the poor state of education. At the same time, several small scale and large scale attempts were made to reform education. The book examines oft cited critical constraints in these debates like teacher training, lack of infrastructure etc., synthesizes lessons from attempts to reform in the past and argues that weak state capacity, i.e. the capacity to design and implement policies, is currently the critical constraint in the path to achieving quality in the school education system. The discourse on reform should progress from identifying secondary issues like teacher training as critical reasons to questioning as to why aren't we able to deliver better teacher trainings? Such critical questioning will lead us to understand the root cause of issues, the weak state capacity. It thus argues that all other cited reasons for poor state of education are symptoms of the deeper malaise of weak state capacity. The book highlights the implications of weak state capacity and argues that it is forcing us to settle for second-best solutions. UnpackED elucidates that approaching reform in form of new schemes or scaling up innovations generally tends to hit a dead-end because they necessarily don't address the underlying issue of weak state capacity. It hence argues that we need a fundamental shift in the framework of our approach to reform, an approach where enhancing state capacity acts as the anchor of reform, instead of ideas/schemes, especially in the context of New Education Policy (NEP), 2016. It further discusses the meaning of state capacity and provides frameworks to understand the same. It also discusses widely debated themes in education - assessments, decentralization, incentives, private schools, and vouchers, based on relevant academic literature. Finally, based on all these arguments, the book proposes a framework for public school education reform, with enhancing state capacity as the anchor. It also identifies constraints to achieve quality in private schools and proposes reform framework for the same.

It was just alright. It felt a bit repetitive in the middle. Could have been shorter. It's fine if you have nothing else to read.

I liked it for the most part. Writing is good, just wish there was a bit more depth in certain parts. Still kept my attention though. Not bad at all.
